Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law. 

70.1 Transfer:

To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. 

Provisional and/or Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 3, SG-15 (formerly Employees’ Retirement System Examiner 4, SG-15).

Provisional and/or NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

This position is located within the bureau of Pension Integrity Compliance, Division of Retirement Services and is responsible for:

Elected and Appointed Officials Reporting
  • Take necessary steps to ensure that employers understand and accurately comply with the Elected and Appointed Officials Regulation 315.4.
  • Monitor the compliance of more than 3,000 employers and 28,000 elected and appointed officials subject to this Regulation.
  • Review, analyze and correct incoming Resolutions for accuracy and compliance.
  • Make written and verbal contact with members and employers to obtain accurate and complete membership data, which includes preparing and sending correspondence to employers and members to make necessary corrections.
  • Compare the Record of Activity Result with days worked reported by the employer to ensure that service credit is accurate.
  • Review work processed by staff to ensure accurate information is being sent to members and employers in a timely manner.
Independent Contractor Versus Employee (ICE) Reviews
  • Work with Division staff and lead Pension Integrity in the effort of identifying, analyzing and preparing independent contractor vs employee (ICE) cases
  • Review open ICE cases
  • Identify new potential ICE cases
  • Correspond with employers and members to obtain information necessary for determining proper member status and making ICE case determinations
  • Review documentation that is obtained by staff and request additional information that might be needed for a more thorough review and monitor their work to ensure that it is done accurately and completed in a timely manner.
  • Research and prepare documents for Executive and other levels of review to identify potentially inappropriate service credit.
  • Record and process decisions made regarding each case, which includes correspondence, data entry and tracking.
  • Contact employers and members regarding the Retirement System’s preliminary and final determinations.
  • Work with other Bureaus and facilitate any actions necessary to rectify the member’s retirement data and/or pension calculations.
Inquiries, Referrals and Unprecedented Cases
  • Work collaborative with other Bureau staff and Bureau Auditors to investigate inquiries, referrals, audit findings, and/or unique issues for which there is no pre-established solution.
  • Participate in analyzing, understanding, and finding innovative solutions to the uniquely complex cases processed by the Bureau.
  • Proactively contribute and participate in the resolution of difficult or unprecedented cases by applying a broad knowledge of the Retirement System to determine the nature of complex problems, diagnose the cases and develop solutions.
  • Participate in the development of policies and procedures that will help identify and eliminate errors, improve the efficiency and effectiveness of Division staff’s work and prevent future discrepancies.
  • Participate in cross-bureau coordination of all levels of staff across the Division including operational bureaus, Legal and Executive Management, to resolve unprecedented, difficult or complex issues.
  • Develop corrective actions and facilitate the assignment of those actions to the appropriate operational bureau – based on the bureau’s operational expertise.
  • Facilitate the implementation of corrective actions with members and employers through written and oral communications to obtain cooperation, work towards a resolution and explain System determinations.
  • Facilitate the development of new policies and procedures that assist municipality staff in improving their workflow processes, complying with new laws, regulations and policies and ultimately, preventing further errors and instances of non-compliance.
  • Effectively communicate with and provide feedback to Bureau management and staff regarding the need to clarify policies or procedures where necessary to resolve identified issues.
Internal and External Knowledge Sharing & Training
  • Develop expertise and historical knowledge related to the Retirement System
  • Develop and provide training sessions Division-wise to ensure that System laws, policies, procedures and compliance requirements are communicated to new employees and implemented uniformly across the Division.
  • Participate in the development and presentation of training sessions designed to educate all levels of Municipality staff on ways to improve their workflow processes, comply with new laws, regulations and policies.
  • Provide written and personal outreach and training to employers, professional organizations and interested parties.
  • Travel to provide training to all levels of municipality staff.
Supervision
  • Proactively supervise and lead staff to ensure the team’s work is completed thoroughly, correctly and in a timely manner.
  • Lead and supervise staff by delegating assignments, providing clear instructions, continuously monitoring their status and ensuring their timely and accurate completion.
  • Manage and work with staff to plan, conduct and complete an assigned project from beginning to end, using appropriate templates, and procedures with minimal assistance from supervisor.
  • Supervise staff to ensure they abide by OSC rules, regulations and policies as explained in the Employee Handbook and in published OSC and NYSLRS policies and procedures manuals and provide performance evaluations in accordance with labor policies.
  • Lead and supervise staff in the Bureau and provide on-the-job training and professional guidance to teach them to think and examine cases from a more global perspective.
  • Work as a team member, including training, answering questions and sharing knowledge with fellow employees, and attending meetings. Communicate with all co-workers in a respectful and appropriate manner.
  • Effectively communicate with and provide feedback to Bureau management and staff regarding the need to add or clarify policies or procedures where necessary to resolve identified issues.
  • Participate in the development of creative and innovative ways of resolving issues where established procedures have not been successful.

Additional Comments

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
